Currently, Grievances are being heard in a Triage system after the 3rd step. CSEA and the County are reviewing grievances to see if they can be settled. If no settlement seems possible, they are brought to triage where both CSEA and the County present their position on the grievance to an arbitrator. The arbitrator will either work with the parties toward settlement, giving his view on the merits; or deem that more information and, possibly, testimony is necessary and schedule the grievance for expedited arbitration where testimony may be given; or he may feel enough has been presented for him to render a decision. The decision by the arbitrator is binding on both parties. The arbitrator first looks to Civil Service Law, then our Collective Bargaining Agreement. If language is vague or absent about the issue, he may consider past practice. The arbitrator was selected and agreed to by CSEA and the County. This process is helping us clear up the backlog of grievances. We are making every effort to contact the grievant before the grievance is heard. The grievant will also be notified of the outcome.

But, in 2004 we saw a major decrease in those numbers......(40 at year end)
Only 20 in 2007!
