CSEA Ulster County Unit 8950 will be awarding:
One (1) $1,000 Carmine Nigro Memorial Scholarship
Three (3) $500 Unit Scholarships
Six (6) $250 Unit Scholarships
In order for your CHILD to qualify for these scholarships, you must:
*Be a CSEA Unit 8950 Ulster County member.
Applicant must be a 2024 graduating High School senior or current undergraduate who will be attending college full-time in the fall 2024 at an accredited College or University working to attain an Associate or Bachelor’s degree or a two-year program at an accredited trade school.
One $1,000 scholarship is offered in memory of Carmine Nigro, a former Unit 8950 President, who passed away in 1997. Three $500 scholarships and six $250 scholarships from Unit 8950 are also being offered.
The CSEA Ulster County Unit 8950 application forms and guidelines are available to be printed here and on our Unit 8950 Facebook page, to be copied from union bulletin boards, or by contacting an officer or shop steward.

We are organizing this drive to benefit the elderly and aging population of Ulster County. We are assisting Adult Services with filling their pantry and Office of the Aging with supplies for their senior hub. We are requesting donations of the following:
Senior Hub:
* Decaffeinated Coffee *coffee filters* coffee stirrers
* Disposable coffee cups/lids *sugar packets * Equal * Splenda * non-dairy creamers
* Dessert sized disposable plates *plastic forks/spoons/knives* napkins
Adult Services:
* Hormel and Dinty Moore Complete Meals - shelf stable and ready for microwave
* Breakfast Bars * cereal bars * Oatmeal
* Cheese and crackers / Peanut butter and crackers-individual packs
* Fruit cups * Applesauce Cups * Single Serve and small jars Peanut butter
* Tuna Fish in Packets * Cans (with e-z open pull tabs) or pouches of chicken
* Microwave individual mac and cheese (Like Kraft Easy Mac)
*Chef Boyardee spaghetti and meatballs or other variety - flip top if possible
* Single servings of varied vegetables *Cans of Soup* Saltine Crackers* Crackers
* Can Openers - electric as most cannot use a handheld opener
* Paper/plastic cups, plates and utensils (for walk-ins eating at DSS)

* New deodorants, shampoo, conditioner, brushes, combs and dish soap
* New sealed packages of underwear (M,L or XL), socks, t-shirts(L), and new with tags sweatshirts/pants (L)

Region scholarship applications open for 2024
Applications are now being accepted for our 2024 Southern Region College Scholarships. Each year, we award four $1,000 college scholarships to graduating seniors whose parents or guardians are CSEA members working in the Southern Region (Dutchess, Putnam,Westchester, Rockland, Orange, Ulster and Sullivan counties.
It gives us great pride to be able to provide this scholarship opportunity to members of our union and their children. It's just another benefit of being a CSEA union member!

(Three $1,000 Scholarships in each of CSEA' six regions)
Pearl Insurance Award in memory of Charles Foster
(One $2,500 award to a high school student entering SUNY System)
Met Life Award in memory of Joseph D. Lochner
(One $2,500 award not limited to a student entering SUNY)

Legislative Victory
Crediting Provisional Time (S.5494 Jackson / A.7155 Pheffer Amato)
A bill has been signed into law, which requires that any time spent as a provisional employee be counted towards an employee's probationary term upon receiving a permanent appointment in the same title. This law went into effect on September 7, 2023
What was the law before?
Employees can spend years as a provisional employee as they wait for available civil service tests. Once appointed to a permanent role, they can be required to spend up to an additional year on probation.

The Federal law addressing child nutrition is up for reauthorization. This is the law that includes reimbursements you get for feeding children under your care. This process occurs every 5 years, but the program has not seen substantial updates in a long time. With enormous food inflation and a childcare crisis, we urgently need to have Congress enhance the benefits this law provides to ensure you can continue to provide healthy food to children in your care.
We need to convince Senator Kirsten Gillibrand, a member of the Senate Agriculture Committee, to champion changes to this program and to act immediately.
Please send a letter to Senator Gillibrand today to tell her how important it is that Congress increase food reimbursements for providers, expand eligibility, and provide reimbursement for an additional snack or meal.

NY HEALTH ACT - Additional Info
The New York Health Act is a proposal in the New York State Legislature to create a government run health care system. Under this plan, all New Yorkers would be mandated to participate, NO EXCEPTIONS. It would eliminate private health insurance including plans negotiated in a collective bargaining agreement.

FIX TIER 6
An email went out earlier from CSEA to members whom we believe are in Tier 6, asking for them to support our campaign for Tier 6 reforms. These people had previously been emailed last year with a survey asking them to prioritize which reforms they’d most like to see.
PAC reports that we’ve had a great response to the online form contacting state legislators, but we’ve not had a great response to the request for phone calls. I know no one likes making phone calls anymore (myself included!) but it really gets noticed by legislators more than the emails. Please ask other CSEA members to make phone calls, it would be very much appreciated. They just need to use the number we provided and state that they support Tier 6 reform. The most the legislators’ aides will likely ask is for the person’s zip code, which helps them keep track on their end.
I’m attaching the flyer PAC provided. Below is the text of the email sent yesterday, which can be used if you’re contacting members yourselves:

Since going into effect in 2012, Tier 6 has become the dominant benefit tier within the Employees' Retirement System.
Tier 6 requires employees to pay more for their retirement for a longer period, only to receive a smaller benefit than employees in other pension tiers.
If we are serious about fixing our recruitment and retention issues within the State, local government, and school district workforces, reforms to Tier 6 must be on the table.
The changes we are proposing would encourage employees to make careers in public service by making them more appealing and competitive with the private sector.
With employer pension contribution rates set to decline significantly this year, and the State and our local governments in their best financial position in years, we must seize this opportunity to invest in he workers who make our state the Empire State.
