TIER 6 REALITY

A reformed version of Tier 6 was passed early this morning (around 7 AM) by the Assembly. It passed the Senate last night, with all Reps voting for it and all Democrats (including David Carlucci, who is a member of the IDC) voting against it. I will send out the Assembly vote count when I get it. Here's the details on the new tier:

New Employee Contribution Rates: All new employees will contribute into the pension system for their entire careers. The rates of their contributions will be as follows:
  • $0 - $45,000: 3%
  • $45,000 - $55,000: 3.5%
  • $55,000 - $75,000: 4.5%
  • $75,000 - $100,000: 5.75%
  • $100,000+: 6%
Retirement Age: Retirement age for new employees has been raised from 62 under Tier 5 to 63.

Vesting: Future employees will be vested a 10 years, just as now

Final Average Salary: FAS will now be future employees five highest years, unlike the current three highest years

Limiting Number of Sick and Leave Days that Can Pad Pensions: Tier VI reduces by half- from 200 to 100- the number of sick and leave days that can be used for retirement service credit.

401(k) option: Non-union public employees will have the "option" of choosing the 401(k) plan that has been championed by Gov. Cuomo. This plan has been sweetened, with the employer contributing 8% of employee salary for the first 7 years of employment, and 10% thereafter.

While the legislature has passed Tier 6 (and did it so Gov. Cuomo would sign their gerrymandered redistricted lines so they could be re-elected this November), we should all take a moment to say to each other "job well done"! We hit our legislators with over 10,000 e-mails, an untold amount of phone calls, and had over 2,000 union members in Albany last week for Lobby Day. We should be proud of the progress we were able to make on Tier 6, and although this is certainly not what we'd like, we have a lot to hold our heads up high about. From me to all of you, thank you.

On behalf of your union, THANK YOU to all dedicated, hard-working PUBLIC SERVANTS who evacuated, cooperated, worked, volunteered, helped share information with and took steps to keep friends and family safe during and after Hurricanes Irene and Lee and the October snow storm.....Full letter

Frequently asked questions:

How do I know if I am a Union member?
Answer:
On your pay stub you will see "CSEA Due" if you are a member of  CSEA. Otherwise, you will see "Shop Fee". The amount taken out of your check is the same either way, but shop fee payers are not members.

How do I join the Union?
Answer:
If you work for Ulster County just ask your Shop Steward for an application. (See Shop Steward Listing on this Web Site) or call the CSEA office at 845-331-8080 and ask to have an application sent to you, or pick one up at the office at 256 Clinton Ave., Kingston. You may have joined during New Hire Orientation - check your pay stub.

Why should I join the Union?
Some Answers:
You can vote for Officers. 2013 is the next election year for Unit and Local Officers. You can vote on the contract. Do you think your wages would be the same without CSEA? In the 2008 contract we were able to negotiate wage increases as well as language adjustments. It is a show of solidarity with co-workers and other Union members. It gives you a voice in your workplace. You can take advantage of Member-only benefits and discounts.
